Stéphane Allart - Managing Partner

With more than 15 years of experience in the field of tax advisory, Stéphane Allart has actively participated in building up the tax strategy of large companies active in various sectors of the economy from and in Luxembourg.

Stéphane started his career in 2004 in the tax department of BDO where he gained an extensive experience in VAT and Corporate Tax as well as in the structuring and restructuring of investments. After 6 years at BDO, he joined a smaller chartered accountant company as tax director and became executive director of the Company. He has stayed there for 3 years before his next move to Initium as Managing Partner since August 2013. Stéphane intervenes as external speaker on topics such as merger and acquisition, Luxembourg VAT and Corporate Tax, Islamic finance and more recently on the specificities of the eCommerce Taxation.

Stéphane is a French native speaker and speaks English fluently. He has a sound knowledge of Dutch. ​

Alain Noullet - Partner

In 1986 Alain started his career in Luxembourg and was working for large banks of the Financial Centre for over 20 years. He then worked as Commercial Director in a Luxembourg law firm for 11 years before he joined Initium in April 2017. Alain is a Member of the “ Ordre des Experts-Comptables” in Luxembourg. He holds a Master Degree in sciences of management from the University of Namur. Alain speaks French, English and has a sound knowledge of Dutch.

Izzate Zeymoussi - Head of Legal - Director

Izzate joined Initium in December 2018 as senior manager and head of the legal department, where she specialises in corporate law, offering assistance throughout companies’ full lifecycle from incorporation until liquidation. She is also able to assist companies through the implementation and reorganization processes as well as corporate restructurings (mergers and acquisitions, relocation of companies).

She has a high level expertise of Luxembourg legal and commercial practices and has a significant experience in corporate law.

Prior to joining Initium, Izzate worked as a jurist at BDO Luxembourg where she acquired substantial practical knowledge in commercial law, company law as well as in mergers and acquisitions. Before that, she was a member of the Luxembourg Bar and worked for over six years as an attorney at law in several Luxembourg law firms where she was advising clients on pre-litigation and litigation issues in several matters including shareholder’s conflicts. Izzate has a Master Degree in Business Law from the University of Metz and holds the certificate of the « Cours Complémentaires en Droit Luxembourgeois » of the University of Luxembourg. She speaks French, English and Arabic.

Olivier Compe - Director - Head of Accounting

With more than 23 years of experience in the accounting field, Olivier Compe has acquired and developed a range of knowledge while working for several companies in the Grand Duchy. Not only in accounting but also in administrative, legal and management matters.

Olivier started his career in 1999 in the accounting department of a chartered accountant company where he gained his first relevant experience in accounting, VAT, Corporate Tax and Corporate Law.

During his career, Olivier worked for several service providers in Luxembourg not limited to chartered accountant company. He has also worked for Telecommunication, Industrial, Commercial and Fund industries.

Olivier holds a “Brevet de Technicien Supérieur” in accounting,  and in 2017 he decided to complete his education with the further training as candidate “expert-comptable” at the University of Luxembourg.

Olivier is a French native speaker and speaks English fluently. He has a sound knowledge of German.

Thongkhanh Cerland Malasou - Director - Head of Compliance

Thongkhanh has a comprehensive experience in both Legal and Compliance field in Luxembourg financial sector of more than 15 years.  She started in a domiciliary agent, before integrating Legal & Compliance departments of depositary banks and private banks, and two AIFMs before joining us.

She is in charge of the Compliance department and also carries on an external RC mandate for one of our institutional clients. She is in charge of acceptance process of our clients, reviewing and updating all internal policies and procedures, as well as AML / CFT and other applicable legal aspects.   

She advises our clients on the respect and application of Luxembourg applicable legislation and CSSF circulars and also performs AML trainings internally and from her past experience she is used to performing training for clients.

She has a sound understanding of all compliance issues related the fund industry, notably in terms of due diligence on investors and delegates, but she has also has a 360 ° view of compliance and AML matters for all types of Luxembourg professionals.

Thongkhanh holds a French Master II University degree in International Business law followed by the Luxembourg university certificate “Cours complémentaires de droit luxembourgeois”. She also successfully completed the two training modules « M1 & M2 Compliance » given by House of Training.

Thongkhanh speaks French and English fluently.
